Deputy General Manager, HEALTH SAFETY, SECURITY, QUALITY & ENVIRONMENT (HSSQE)

MAIN RESPONSIBILITIES

Responsible for developing, maintaining and enforcing the Company security policies as set out in the Ship Security Plan.

MAIN TASKS

  • Implement all security measures on board Fleet vessels as required by the ISPS Code and SOLAS Chapter XI.
  • Enhancing security awareness and vigilance;
  • Advising the level of threats likely to be encountered by the ship, using appropriate security assessments and other relevant information;
  • Ensuring that ship security assessments arc carried out;
  • Ensuring that any alternative or equivalent arrangements approved for a particular ship or group of ships arc implemented and maintained;
  • Ensuring the conduct of ship security drills and exercises;
  • Ensuring the proper maintenance of all records pertaining to the ship’s security;
  • Notifying law enforcement agencies and other law enforcement respondents of ship security incidents and any breaches of these Regulations; and
  • Ensuring that all security measures set forth in this regulation arc implemented and enforced.
  • Ensuring effective communication and co-operation between the SSO and the relevant PFSOs;
  • Arranging for internal audits and reviews of security activities;
  • Arranging for the initial and subsequent verifications of the ship by the Authority or the approved RSO;
  • Ensuring that deficiencies and non-conformities identified during internal security audits, periodic reviews, security inspections and verifications of compliance are promptly addressed and dealt with;
  • Enhancing security awareness and vigilance;
  • Ensuring consistency between security requirements and safety requirements;

 

DESIGNATED PERSON ASHORE (DPA)

The DGM, HSSQE is the Designated Person Ashore (DPA) in MTM Singapore.

The DPA of MTM Singapore is also the Group DPA (GDPA) for all Ship Management offices of MTM. The responsibilities of the GDPA are similar to those of a DPA but he reports to the MD on all the Ship Management Offices.

 

MAIN RESPONSIBILITIES:

To ensure the safe operation of each ship and to provide a link between the Company and those on board with direct access to the highest level of management. The responsibility includes monitoring the safety and pollution- prevention aspects of the operation of each ship and ensuring that adequate resources and shore-based support are applied, as required.

 

MAIN TASKS:

  • Present ISM matters to the highest level of management and gain sustained support for Safety Management System improvements;
  • Determine the effectiveness of the Safety Management System within the Company and the Ship by using established principles of internal audit and Management Review to ensure compliance with rules and regulations;
  • Gather and analyze data from hazardous occurrences, hazardous situations, near misses, incidents and accidents and apply the lessons learnt to improve the Safety Management System within the Company and its Ships.

 

COMPANY SECURITY OFFICER (CSO)

The DGM, HSSQE is the Company Security Officer (CSO) in MTM Singapore.

The CSO of MTM Singapore is also the Group CSO (GCSO) for all Ship Management Offices of MTM. The responsibilities of the GCSO are similar to those of a CSO but he reports to the MD on all the Ship Management Offices.

MR & EMR

RESPONSIBILITIES:

As Management Representative (MR) to maintain the Company’s Quality Systems as per ISO 9001 – 2015 or as valid at any time. As Environment Management Representative (EMR) to maintain the Company’s Environmental Management Systems as per ISO 14001 – 2015 or as valid at any time.

 

GROUP MR & EMR

The DGM, HSSQE who is the MR & EMR of MTM Singapore. He will also be the Group MR & EMR for all Ship Management Offices.

 

MAIN TASKS:

  • Present ISO 9001 & 14001 matters to the highest level of management and gain sustained support for System improvements;
  • Determine the effectiveness of the ISO 9001 and 14001 Systems within the Company and the Ship by using established principles of internal audit and Management Review to ensure compliance with rules and regulations;
  • Gather and analyze data and apply the lessons learnt to improve the Systems within the Company and its Ships.

 

ENVIRONMENT COMPLIANCE MANAGER (ECM)

MAIN RESPONSIBILITIES:

  • The ECM reports directly to the Managing Director and has the authority to access records, documents, facilities and vessels throughout the company’s organization, report any Environment Management System (EMS) non-compliance to the Managing Director as well as give instructions to the Quality and Safety Department and the vessels for the purpose of implementing this EMS.
  • To ensure that observations and recommendations resulting from any audit under the EMS (Environment Management System) are appropriately documented, tracked, and resolved and that such resolutions are thoroughly documented in a format that can be readily audited. This documentation shall be made available to any personnel performing audit functions under the EMS and to the Interested Parties.
  • The ECM shall ensure that Third Party Auditors and any other inspection, auditing, or monitoring personnel involved in the auditing of any MTMSM Vessel have unrestricted access to all vessel areas, subject to safety and operational limitations, documentation, personnel, and equipment.
  • To maintain the Open Reporting System and to ensure that all Open Reports are appropriately dealt with as regards sufficiency and timeliness of corrective action taken.

MAIN TASKS:

  • To developing a tracking mechanism and ensuring that corrective action takes place on recommendations made by Third Party Auditors, within sixty (60) days or that a plan for corrective action is in place for any items that cannot be resolved in sixty (60) days.
  • To ensure the refinement, implementation, and documentation of MTMSM’s EMS.
  • To take necessary steps to ensure the full cooperation of all employees during activities required by this EMS.
  • To implement the EMS Engineering Requirements.
